Running does not mean the system is cooling correctly.
The blower and outdoor unit can operate while airflow, refrigerant performance, electrical components or heat transfer problems prevent the house from reaching temperature.
Restricted airflow is one common possibility.
Dirty filters, coil buildup, blower issues and duct restrictions can reduce the amount of conditioned air moving through the home.
Refrigeration problems can also reduce cooling.
Low charge is a symptom, not a diagnosis by itself. If refrigerant is low, the next question is why.
Electrical and control issues can mimic mechanical problems.
Capacitors, contactors, thermostats and other controls can affect when and how the system operates.
Do not keep lowering the thermostat to compensate.
If the home is not cooling, forcing a lower set point usually does not solve the underlying problem. A diagnostic visit is the more useful next step.
